Municipal investment has grown by 36% compared to 2025

The Zaragoza City Council has executed investments worth 44.3 million euros during the first half of 2026, the highest figure recorded in this period since comparable data began. The investment volume represents an increase of 36.4% compared to the 32.5 million recorded in the first six months of 2025 and represents 25.6% of the final credit allocated to investments, compared to 17.5% the previous year.

Among the actions with the highest degree of execution, as explained by the Minister of Finance, Blanca Solans, are the project Distrito 7, in the old Giesa factory, with 8.74 million euros, and the Recovery Plan of the Río Huerva, with 5.78 million.

  • Also included are the new Hispanidad Civic Center (1.93 million), road conservation and accessibility actions (1.76 million), the renovation of public lighting (1.62 million), the Avenue Renovation Plan (1.5 million) and improvements to the water supply network, the Central Market and Navarra Avenue, among others.

    LESS FINANCIAL AND CURRENT EXPENDITURE

    The economic balance also reflects a 16.8% reduction in financial expenditure, going from 8.57 to 7.14 million euros, attributed by the municipal government to debt containment and loan restructuring. Current expenditure has also fallen by 2.98%, while the personnel chapter has increased by 7.3%, to 149.4 million, due to the salary update and the reinforcement of municipal staff.

    Overall, the Zaragoza City Council had recognized obligations for 457.8 million euros as of June 30, 42% of the final budget, although the expenditure already committed reached 760.9 million, about 70% of the total. Solans has defended that these data make it possible to reconcile a historic level of investment with compliance with fiscal rules and the progressive reduction of municipal debt, which at the end of 2025 placed the ratio of outstanding debt to current income at 65.45%.
