The deputy delegate for Rural Neighborhoods of the Diputación de Zaragoza, Francisco Sanz, has reiterated this Friday the breaches of the Zaragoza City Council in relation to the last agreement of rural neighborhoods and has responded to the statements made by councilors Alfonso Mendoza and Paloma Espinosa, whichhe has described as «impudence and shamelessness».

«About the statements of Mr. Mendoza and Mrs. Espinosa I am only going to say one thing: asa citizen and public representative, I am ashamed that some councilors of the City Council of Zaragoza dare to say what they have said in their press conference,» Sanz criticized. «The facts are what they are and, when the time comes, the courts will make them clear if necessary: the Zaragoza City Council only executed 3 of the 9 million euros that it should have invested in new works for rural neighborhoods as agreed in the last agreement. Therefore, the remaining 6 million have to be returned to the Provincial Council,» he added.

Sanz recalled that 4 of those 6 million euros not executed «were not transferred to the City Council because the Provincial Council verified that it was failing to comply with its obligations». And he added that «the other 2 million are going to be claimed in the monitoring commission that we are going to convene next week, after meeting with the mayors of the rural neighborhoods. To say that we are the ones who owe them 4 million is to laugh at the people of Zaragoza. The City Council acts as if the agreement had no legal value or legal consequences. To ignore what really happened and ask that they act as if there was an agreement is to deceive citizens and not have the seriousness and rigor that is expected of an institution like the City Council,» he insisted.

«Mrs. Chueca has not stopped boasting about her management in the rural neighborhoods of Zaragoza, but the reality is that she and her team have only been able to execute a third of the new works to which they committed,» Sanz denounced. «In addition, Mrs. Chueca will have to explain why she let the 2021-2024 agreement lapse, even though she knew that she had to extend it or agree with us on its modification, as a report from the Municipal Intervention warned her half a year earlier. They neither requested an extension nor did they want to hold the monitoring commission that we asked them for before December 31, 2024, and the agreement lapsed,» he said.

«Since then, Mrs. Chueca and her team have not stopped blaming the Provincial Council for their own incapacity, giving figures and data that, at the very least, are not true, although today has been the height of impudence and shamelessness. Nor have we been invited to the inaugurations of the works that have been carried out with money from the Provincial Council. As we have already said on other occasions, they make the party and we pay for it,» continued the deputy delegate of Rural Neighborhoods.

  • In contrast, the Provincial Council of Zaragoza «has continued to act with the discretion, responsibility and institutional respect with which we always work». «We have always said that we are willing to sign a new agreement for rural neighborhoods, but giving Zaragoza exactly the same treatment as the other 292 municipalities in the province: when they fail to comply, they have to return the funds received to the Provincial Council,» Sanz recalled, reiterating the position of the provincial institution.

    RURAL NEIGHBOURHOOD AGREEMENT 2017-2019 AND 2021-2024

    The Provincial Council of Zaragoza, as they have pointed out, contributed 9 million euros for the City Council to execute infrastructures and equipment in all rural neighborhoods. The agreement was extended for four more years than initially planned, until December 31, 2023. In addition, as pointed out by the DPz, despite these extensions of the deadline, the City Council must reimburse the Provincial Council more than one million euros of the 9 million it received: 644,000 euros that have already been returned and another 573,000 euros whose refund is in process, after having received allegations from the Consistory, have highlighted from the Provincial Council.

    The Provincial Council committed 16 million euros and transferred 12. In view of the non-execution data, the four million euros corresponding to the last annuity were not transferred. Four million euros did not have specific considerations, but were included in the framework of collaboration in the field of firefighters, waste and animal protection.

    The obligation of the City Council, as highlighted by the DPZ, consisted of allocating three million euros to finish the pending works of the previous agreement and execute another 9 million euros in new works. Of those nine million destined for new actions, the City Council only executed 3. Therefore, according to the Provincial Council, the other 6 million must be reimbursed for non-compliance with the commitments acquired: 4 million that were not transferred when the breaches were verified and another 2 million that the Provincial Council will claim in the next monitoring commission.

    THE CITY COUNCIL LET THE LAST AGREEMENT FALL

    In July 2024, the Intervention of the Zaragoza City Council issued a financial control report in which it recommended requesting the extension of the 2021-2024 agreement before its end, scheduled for December 31, 2024.

    The recommendation was made «takinginto account the low degree of execution achieved in the works carried out, only 2% with one year to go and 12.6% with no average annual performance». Therefore, according to the Provincial Council, the City Council knew that it had to request the extension of the agreement or negotiate a modification of what was agreed.

    Despite this, the City Council did not want to holda monitoring commission before December 31to analyze the level of execution of the works, study the figures and assess whether an extension was appropriate, as requested by the Provincial Council.
