The Council of Ministersapproved on Tuesday an extraordinary credit of 25 million euros for Ceuta, linked to the care of unaccompanied migrant children who are currently in the autonomous city.
The proposal, submitted to the collegiate body of the Government by the Ministry of Youth and Children, is intended to attend to unaccompanied migrant minors who arrived in Ceuta by swimming from Morocco in the last days of July. Specifically, it is about providing assistance to more than 2,900 children, according to the data offered on Monday from the autonomous city by the first vice president and Minister of Economy, Trade and Enterprise, Carlos Cuerpo.
According to the Corps, although the pace of repatriations «has not ceased» and remains «constant», the number of minors identified by the State Security Forces and Corps «would be slightly above 2,900».
ALL TYPES OF EXPENSES DERIVED FROM FOSTERING
According to Infancia, the agreement states that with this credit Ceuta will be able to finance all those expenses of the actions aimed at the immediate care and reception of unaccompanied migrant children and adolescents. These include information, guidance and psychosocial support actions, including their schooling, social and labour insertion and social inclusion, either in residential care or in family care, of these minors.
Expenses for accommodation, transfer, food, clothing, legal support, medical care, socio-educational accompaniment, translation services and identification of vulnerable profiles and their care, as well as any other expense aimed at guaranteeing the adequate care and integration of unaccompanied migrant minors, may also be covered.
As reported by the department led by Sira Rego, Ceuta will be able to make use of this fund «as a last resort» for the expenses and derivatives of the expansion of places in the system and associated expenses, including personnel expenses, derived from the care of unaccompanied migrant children and adolescents.
SECTORAL CONFERENCE
This item of 25 million euros approved this Tuesday in the Council of Ministers will be voted on at the Sectoral Conference on Youth and Children scheduled for this Thursday. On the agenda of that meeting, which is chaired by Minister Sira Rego and to which the regional ministries with competences in this matter are summoned, it is not planned to discuss the care of these minors and the situation of Ceuta in the face of the refusal of the autonomous communities governed by the Popular Party.
Even so, the head of Children will propose again on Thursday, at the beginning of the meeting, the inclusion of a point of debate on the situation in the city. An aspect that, as Minister Rego insisted on Tuesday, will force the autonomous communities to «portray themselves» if they vote «against being able to talk about the situation in Ceuta» because this «is voting against children but also against the people of Ceuta», she added.
Since the beginning of the migratory crisis, the Minister of Children has maintained continuous contact with the president of the city, Juan Jesús Vivas. In addition, the Ministry announced in mid-August the permanent dispatch to Ceuta of a team to coordinate the care of children who arrived in Spanish territory alone from Morocco at the end of July.
