The Government of Aragón has already published the new order that will regulate, from next academic year, the carrying out of extracurricular activities in public schools in the Community. Despite the fact that it has been announced as a text drafted in consensus with the trade union organisations, CCOO Enseñanza Aragón has denounced that the order «has not been the subject of real negotiation» and that «it does not have an agreement with the teachers’ union representation».
For the union, the Government of Aragon intends to consolidate a new regulation that «transfers more responsibilities to the centers and their management teams.» All this «without previously guaranteeing the resources, financing and legal coverage necessary to carry it out», he criticised. They have also considered that this new regulation represents «anincrease in the bureaucratic burden and responsibilities that fall on the centers», especially of the management team and the teachers who participate in these activities.
LACK OF LEGAL CERTAINTY FOR TEACHERS
One of the union’s main concerns is «the lack of sufficient guarantees for the teaching staff who coordinate or participate in these activities». That is why CCOO has demanded that teachers «have clear and sufficient legal coverage, as well as adequate working conditions when they carry out functions linked to extracurricular activities». For the union, «the Administration cannot unload new responsibilities on workers without precisely establishing their functions, responsibilities and guarantees«.
The union has considered it «dispensable» that any regulatory modification that affects the working conditions of teachers «be addressed through effective negotiation with union representation». That is why they have demanded from the Department of Education «a regulation fully negotiated with the representation of the teaching staff and with the effective participation of the social agents», as well as «legal certainty and adequate coverage for the professionals who coordinate and participate in extracurricular activities».
They have also called for a «reduction in bureaucracy«, «adequate» financing with human and material resources «sufficient to face the new demands». Finally, they have urged that the published text be reviewed, «incorporating the demands raised by the representation of the workers and by the educational community». The union has reiterated its willingness to negotiate a regulation «that allows extracurricular activities to be carried out with guarantees«, but has rejected that the Administration «intends to close this issue without a real negotiation process«.
